That warning-sticker says that there is no way for one to use the solarium without doctor's permission. So, before visiting solarium one has to visit his doctor, in order to make sure that it is okay for him or her to subject a body to ultraviolet-rays. It also says that there is no way for one to have ultraviolet-bathes with any make-up or cosmetics on the skin.
